Can you wear a long skirt as a top?

i have a long floral skirt that twirls when i spin, could i wear it as a top with a cropped cardigan. It's going to be strapless top with the cardigan. When i wear the skirt as a top, it comes half way down my thighs. Would that look good, is that in fashion and have you worn it this way before. Should i try it?
