Why are there fishermen who get to not know how to read in the south?

I was watching that some of the fishermen who BP wanted to sign the no lawsuits agreement could not read. how can they not read. They are able to support themselves without even having the ability to read. They are so lucky. I wish I could do that. I hate reading every stupid day. All these dumb words make me angry.
